Існує категорія документів, про які кажуть “його написано кров’ю”, і Пожежна безпека об’єктів будівництва відноситься якраз до цієї категорії. До них можна віднести, наприклад, Правила дорожнього руху і званий за старою пам’яттю “Бойовий статут пожежної охорони”. Але в тіні документів з “гучними” назвами подекуди ховаються ще й інші, не менш важливі для убезпечення людини. Один з них – це будівельні норми, якими встановлено загальні вимоги щодо пожежної безпеки об’єктів.
Аби мета цього нормативного документа була зрозуміла будь-кому, наведемо цитату з термінологічного стандарту ДСТУ 2272:2006 Пожежна безпека. Терміни та визначення основних понять: “пожежна безпека об’єкта – стан об’єкта, за якого ймовірність виникнення і розвитку пожежі та ймовірність впливу небезпечних чинників пожежі не перевищують унормованих допустимих значень”. Іншими словами, вона полягає в тому, щоб за можливості уникнути виникнення пожежі, а якщо вона таки виникне – не допустити загибелі, травмування, опіків у людей чи їх отруєння продуктами згоряння і загалом звести до мінімуму її наслідки.
Донедавна в Україні були чинні державні будівельні норми ДБН В.1.1-7:2002 Пожежна безпека об’єктів будівництва. Звернувши увагу на рік затвердження, неважко здогадатися, що води з того часу втекло немало, було набуто чималий досвід застосування цих норм і стали зрозумілі “вузькі” місця, з’явилося багато нових нормативних документів, та й сам “вектор” розвитку вітчизняної нормативної бази суттєво повернувся в західному напрямку.
Інспектування переоснащення об’єктів
Звісно, що розробники ДБН В.1.1-7:2002 слідкували за всім цим та систематизували інформацію і питання, що надходили від користувачів. Вельми логічним завершенням всієї цієї “епопеї” стало прийняття нової редакції будівельних норм – ДБН В.1.1-7:2016 Пожежна безпека об’єктів будівництва. Загальні вимоги, які затверджено наказом Мінрегіону України від 31.10.2016 №287.
У порівнянні з попередньою редакцією, будівельні норми містять такі зміни (якщо розглядати їх у цілому):
– вилучено норми правового характеру як такі, що не мають стосунку до будівельних норм загалом;
– оновлено вживану термінологію;
– вилучено розділ, що регламентує пожежно-технічну класифікацію матеріалів;
– відповідні положення будівельних норм викладено з урахуванням гармонізації ряду національних стандартів з європейськими нормами;
– змінено положення, якими регламентовано вимоги щодо обмеження поширення пожежі між будинками, всередині них, забезпечення евакуації людей, роботи аварійно-рятувальних команд та оснащення об’єктів будівництва системами протипожежного захисту;
– внесено зміни редакційного характеру, тобто такі, які зумовлено оновленим порядком викладання та оформлення подібних документів.
Читачеві, мабуть, спадає на думку, що мала б бути певна порівняльна таблиця, яка дала б змогу співставити “старі” та “нові” положення. На жаль, це не так: зміни занадто суттєві і саму структуру документа чи не докорінно змінено. З цієї причини просимо набратися терпіння, а ми спробуємо описати найсуттєвіші “технічні” відмінності нової редакції будівельних норм від старої.
Інспектування будинків, споруд, приміщень
Перш за все нагадаємо, що в Україні останніми роками прийнято низку так званих Єврокодів, тобто основоположних загальноєвропейських будівельних норм. Відповідно, ДБН В.1.1-7:2016 передбачає можливість будівництва об’єктів як за суто “вітчизняними” будівельними нормами, так і за Єврокодами.
В першом випадку передбачене користування давно прийнятою в Україні пожежно-технічною класифікацією матеріалів, у другому – користування європейською класифікацією, яку вже також впроваджено в Україні (ДСТУ EN 13501-1:2016 Пожежна класифікація будівельних виробів і будівельних конструкцій. Частина 1. Класифікація за результатами випробувань щодо реакції на вогонь (EN 13501-1:2007 + A1:2009, IDT)). “Ковзкий” момент – це те, що прямої кореляції між “вітчизняними” та “європейськими” класами не існує.
Багатьом архітекторам (та й не тільки їм) вже давно набило оскомину питання, пов’язане з віднесенням того чи іншого простору до протипожежного відсіку або секції. Відтепер внесено відповідну зрозумілість. Ще одним проблемним питанням було визначення умовної висоти будинку у випадку, коли він стоїть не на рівному майданчику, а, скажімо, на ухилі (що, як відомо, не рідкість). Наразі воно врегульоване.
Помітною відмінністю нової редакції згаданих будівельних норм від старої стало те, що “взаємозв’язок” між “межами” (які тепер названо “класами”) вогнестійкості і ступенем вогнестійкості будинку фактично “поставлено з ніг на голову”. В хорошому сенсі.
Принциповий підхід, передбачений новим документом, полягає в тому, що ступінь вогнестійкості будинку потрібно визначати залежно від його призначення, категорії за вибухопожежною та пожежною небезпекою, умовної висоти (поверховості), а також площі поверху в межах протипожежного відсіку. Виходячи з заданої межі вогнестійкості будинку і підбирають конструкції та будівельні матеріали, приймаючи як критерій вибору, насамперед, їх класи за вогнестійкістю.
Що стосується обмеження поширення пожежі всередині будинків та забезпечення безпечної евакуації людей з них у разі пожежі, то ці питання складніші, різного роду “тонкощів” та особливостей так багато, що їх вистачило б чи не на цілий курс лекцій, для читання якого слід було б ще й підготувати силу-силенну ілюстративних матеріалів.
Варто зауважити, що попри всі намагання розробників, дорікати яким в недобросовісності язик не повертається, документ вийшов таки доволі “важкий”. Насамперед тому, що його дуже насичено різноманітною інформацією за різними аспектами і поширюється він на дуже багато видів об’єктів будівництва різного призначення. Відповідно, розібратися що до чого доволі важко. Легше тим, хто постійно “обертається” у відповідних колах і не стоїть осторонь від питань, пов’язаних з розробленням нормативних документів. Саме так ми й намагаємося робити завжди, і це дало нам змогу досягти успіхів, у тому числі й у “розбиранні на молекули” ДБН В.1.1-7:2016.
Перехід з користування одним документом на користування іншим, та ще й “миттєвий”, як це, на жаль, прийнято в нашій державі, рідко коли проходить без сучка без задирки. Аби Ви не набили собі зайвих шишок, пропонуємо скористатися нашими знаннями і досвідом.
Зокрема, були б раді допомогти у питаннях щодо вибирання будівельних конструкцій та матеріалів для будівництва конкретного об’єкта за тими чи іншими нормами (як вже вказувалося, цілковито співставити пожежно-технічну класифікацію будівельних матеріалів за європейськими і “пострадянськими” нормами неможна), проектуванні та розробленні різного роду концепцій забезпечення пожежної безпеки з дотриманням нових норм, у тому числі в частині обґрунтування вимушених відхилень від них.
