Существует категория документов, о которых говорят «его написано кровью», и Пожарная безопасность объектов строительства относится как раз к этой категории. К ним можно отнести, например, Правила дорожного движения и называемый по старой памяти «Боевой устав пожарной охраны». Но в тени документов с «громкими» названиями кое-где скрываются еще и другие, не менее важные для защиты человека. Один из них – это строительные нормы, которыми установлены общие требования по пожарной безопасности объектов.
Чтобы цель этого нормативного документа была ясна любому, приведем цитату из терминологического стандарта ДСТУ 2272:2006 Пожарная безопасность. Термины и определения основных понятий: «пожарная безопасность объекта — состояние объекта, при котором вероятность возникновения и развития пожара и вероятность воздействия опасных факторов пожара не превышают нормированных допустимых значений». Другими словами, она состоит в том, чтобы по возможности избежать возникновения пожара, а если он таки возникнет – не допустить гибели, травмирования, ожогов у людей или их отравления продуктами сгорания и в целом свести к минимуму его последствия.
До недавнего времени в Украине были действующие государственные строительные нормы ДБНВ.1.1-7:2002 Пожарная безопасность объектов строительства. Обратив внимание на год утверждения, нетрудно догадаться, что воды с тех пор утекло немало, был приобретен немалый опыт применения этих норм и стали понятны узкие места, появилось много новых нормативных документов, да и сам вектор развития отечественной нормативной базы. существенно вернулся в западном направлении.

Конечно, разработчики ДБН В.1.1-7:2002 следили за всем этим и систематизировали информацию и вопросы, поступающие от пользователей. Весьма логичным завершением всей этой «эпопеи» стало принятие новой редакции строительных норм – ДБН В.1.1-7:2016 Пожарная безопасность объектов строительства. Общие требования, утвержденные приказом Минрегиона Украины от 31.10.2016 №287.
По сравнению с предыдущей редакцией, строительные нормы содержат следующие изменения (если рассматривать их в целом):
–Изъяты нормы правового характера как не имеющие отношения к строительным нормам в целом;
– обновлена подержанная терминология;
–Изъят раздел, регламентирующий пожарно-техническую классификацию материалов;
– соответствующие положения строительных норм изложены с учетом гармонизации ряда национальных стандартов с европейскими нормами;
– изменены положения, которыми регламентированы требования по ограничению распространения пожара между домами, внутри них, обеспечение эвакуации людей, работы аварийно-спасательных команд и оснащения объектов строительства системами противопожарной защиты; /p>
– внесены изменения редакционного характера, то есть такие, которые обусловлены обновленным порядком преподавания и оформления подобных документов.
Читателю, видимо, приходит в голову, что должна быть определенная сравнительная таблица, которая позволила бы сопоставить «старые» и «новые» положения. К сожалению, это не так: изменения слишком существенны и сама структура документа не коренным образом изменена. По этой причине просим набраться терпения, а мы попытаемся описать самые существенные «технические» отличия новой редакции строительных норм от старой.

Прежде всего напомним, что в Украине в последние годы принят ряд так называемых Еврокодов, то есть основополагающих общеевропейских строительных норм. Соответственно, ДБН В.1.1-7:2016 предусматривает возможность строительства объектов как по сугубо “отечественным” строительным нормам, так и по Еврокодам.
В первом случае предусмотрено пользование давно принятой в Украине пожарно-технической классификацией материалов, во втором – пользование европейской классификацией, которая уже также внедрена в Украине (ДСТУ EN 13501-1:2016 < em>Пожарная классификация строительных изделий и строительных конструкций Часть 1. Классификация по результатам испытаний по реакции на огонь (EN13501-1:2007+A1:2009, IDT)). “Скользящий” момент – это то, что прямой корреляции между “отечественными” и “европейскими” классами не существует.
Многим архитекторам (да и не только им) уже давно набил оскомину вопрос, связанный с отнесением того или иного пространства к противопожарному отсеку или секции. Теперь внесена соответствующая понятность. Еще одним проблемным вопросом было определение условной высоты дома в случае, когда он стоит не на ровной площадке, а, скажем, на уклоне (что, как известно, не редкость). В настоящее время оно урегулировано.
Заметным отличием новой редакции упомянутых строительных норм от старой стало то, что «взаимосвязь» между «пределами» (которые теперь названы «классами») огнестойкости и степенью огнестойкости дома фактически » поставлено с ног на голову”. В хорошем смысле.
Принципиальный подход, предусмотренный новым документом, заключается в том, что степень огнестойкости дома нужно определять в зависимости от его назначения, категории по взрывопожарной и пожарной опасности, условной высоты (этажности), а также площади этажа внутри противопожарного отсека. Исходя из заданного предела огнестойкости дома и подбирают конструкции и строительные материалы, принимая в качестве критерия выбора прежде всего их классы по огнестойкости.
Инспектирование нового строительства
Что касается ограничения распространения пожара внутри домов и обеспечения безопасной эвакуации людей из них в случае пожара, то эти вопросы сложнее, разного рода “тонкостей” и особенностей так много, что их хватило бы чуть ли не на целый курс лекций, для чтения которого следовало бы еще и подготовить уйму иллюстративных материалов.
Стоит заметить, что, несмотря на все попытки разработчиков, упрекать которых в недобросовестности язык не поворачивается, документ получился довольно тяжелым. Прежде всего потому, что он очень насыщен разнообразной информацией по разным аспектам и распространяется на очень много видов объектов строительства разного назначения. Соответственно, разобраться, что к чему довольно трудно. Легче тем, кто постоянно «вращается» в соответствующих кругах и не стоит в стороне от вопросов, связанных с разработкой нормативных документов. Именно так мы и стараемся делать всегда, и это позволило нам добиться успехов, в том числе и в “разборке на молекулы” ДБН В.1.1-7:2016.
Переход из пользования одним документом на пользование другим, да еще и «мгновенный», как это, к сожалению, принято в нашем государстве, редко когда проходит без сучка без заусеницы. Чтобы Вы не набили себе лишних шишек, предлагаем воспользоваться нашими знаниями и опытом.
В частности, были бы рады помочь в вопросах по выбору строительных конструкций и материалов для строительства конкретного объекта по тем или иным нормам (как уже указывалось, полностью сопоставить пожарно-техническую классификацию строительных материалов по европейским и «постсоветским» нормам нельзя), проектировании и разработке разного рода концепций обеспечения пожарной безопасности с соблюдением новых норм, в том числе в части обоснования вынужденных отклонений от них.
