ТРЕТИЙ НЕ ЛИШНИЙ,
или о инспектирования соответствия систем противопожарной защиты установленным требованиям
Как известно, в Украине действуют государственные строительные нормы ДБН В.2.5-56: 2014 Системы противопожарной защиты, которыми установлены требования к построению, проектирования, монтажа, приемки в эксплуатацию, поддержание эксплуатационной пригодности таких систем и тому подобное. Напомним, что к системам противопожарной защиты относят системы пожарной сигнализации, системы пожаротушения, системы оповещения о пожаре и управления эвакуацией людей, системы противодымной защиты, системы централизованного пожарного наблюдения и диспетчеризацию систем противопожарной защиты.
Такими системами защищают дома, здания или их части, сооружения, а также оборудования различного назначения и порядок оснащения объектов ними устанавливается самими ДБН В.2.5-56: 2014 и строительными нормами на объекты соответствующего типа. Не секрет, что объекты, которые строятся на сегодняшний день, особенно в мегаполисах — в основном сложные, имеющие большую площадь и насыщенные разнообразным оборудованием. Соответственно, чтобы защитить их, нужно современное противопожарное оборудование, но и оно в руках «дикаря» — тоже куча металлолома. Именно поэтому существуют нормативные документы, устанавливающие квалификационные требования к организациям, занимающихся проектированием, монтажом и поддержанием эксплуатационной пригодности (техническим обслуживанием) системы противопожарной защиты. Не меньшее значение имеет и проверка соответствия систем установленным требованиям перед их вводом в эксплуатацию, но об этом чуть позже.
Уже не первый год «модным» трендом в Украине является так называемая дерегуляция, целью которой является (или, по крайней мере, должно быть) уменьшение давления на бизнес и улучшение инвестиционного климата в стране. К сожалению, есть и обратная сторона этой «медали», ведь многие злоупотребляет свободой действий, и в таких случаях возникают разного рода «васильковские пожара» …. Но Украинцы — мудрая нация, мы уверены, что рано или поздно все станет на свои места и между словами «демократия» и «вседозволенность» нельзя будет поставить знак тождественного равенства.
Подтверждению соответствия товаров, услуг, организаций, объектов и процессов в Украине посвящено большое количество нормативных документов, которые постепенно приводят в соответствие с европейской практикой. Взять хотя бы будущее отмены обязательной сертификации как таковой с переходом на декларирование соответствия и добровольную сертификацию. Но слово «добровольное» в той же Европе отнюдь не означает, что к ней прибегают только те, кому «некуда деньги девать». Обычно производители продукции (в том числе и противопожарного оборудования) предпочитают убедиться в качестве и работоспособности своей продукции. Не в последнюю очередь они это делают для того, чтобы в случае чего нести ответственность не самостоятельно, а вместе с лабораторией, которая проводила сертификационные испытания и органом сертификации, если они «не досмотрели» и не увидели недостатки, то виновные будут именно прежде всего они, а не производитель. Сложившаяся практика такова: разработчик имеет право ошибиться, проверяющий — нет. То же касается и систем противопожарной защиты, дело только в различии подходов к процессам контроля.
В полном соответствии с декларируемого принципа «добровольности», нормы ДБН В.2.5-56: 2014 (п. П. 7.3, 8.3, 9.8, 10.8, 12.4, приложение И) предусматривают возможность проверки соответствия систем противопожарной защиты так называемой третьей стороной. Стоит заметить, что до недавнего времени приема систем противопожарной защиты в эксплуатацию осуществляли работники органов государственного пожарного надзора, но ситуация, к счастью, изменилась к лучшему. Такие положения не взялись «с потолка», впервые подобная практика «вступило в законную силу» после принятия в Украине европейских норм ДСТУ-Н CEN / TS 54-14: 2009 Системы пожарной сигнализации и оповещения. Часть 14. Руководство по построению, проектирования, монтажа, ввода в эксплуатацию, эксплуатации и технического обслуживания (CEN / TS 54-14: 2004, IDT). В то же время, в соответствии с п. И.1.2 ДБН В.2.5-56: 2014, проверка соответствия системы не является обязательным, ведь с этой целью «… заказчиком работ может быть создана комиссия из представителей заказчика, проектной, монтажный, пультовой и обслуживающей организаций, представителей третьей стороны и т.п. «. Хотя бы и речь идет о «добровольности», третьей стороной, в полном соответствии со строительными нормами, должно быть «инспекционный орган согласно ДСТУ ISO / IEC 17020» (это стандарт, который устанавливает требования к таким учреждениям независимо от сфер их деятельности, на замену ему сейчас принято ДСТУ EN ISO / IEC 17020: 2014 Оценка соответствия. Требования к работе различных типов органов по инспекции). Иными словами, лицо, проверяет эти системы, должен быть квалифицированным специалистом, а не человеком «с улицы».
Для чего же привлекать эту самую «третьей стороны»? Хотя бы из тех же соображений, что и в случае добровольного подтверждения соответствия (сертификации) продукции. Это для тех, кто опасается только ответственности. Но дело не только в этом. Слегка отклонившись от темы отметим широко известный факт: богатые Украинцы допускают возможные кражи / грабежи и готовы вкладывать немалые средства в прочные строительные конструкции, замки замысловатой строения, системы видеонаблюдения, охранную сигнализацию, телохранителей и т. Д., Но мало кто думает о защите от пожара. Мол, она может произойти у любого, но только не у меня. И зря: смертность на дорогах Украины уже давно стала притчей во языцех, но мало кто знает, что на пожарах людей погибает в среднем «всего» вдвое меньше, чем в результате дорожно-транспортных происшествий. Вдумайтесь: по статистическим данным, ежедневно жертвами «красного петуха» в Украине становятся в среднем 6 человек!
Все «модным» в Украине и страхования. Можно относиться к нему по-разному и доверять или не доверять страховым компаниям, но мы от этого, видимо, никуда не денемся: страхование от пожара — тоже нормальная европейская практика. И европейская страховая компания не застрахует ваш объект от пожара, пока вы не получит акт обследования состояния противопожарной защиты от специализированной компании или специалиста (которая / который обычно является посторонним юридическим / физическим лицом). Ничего не напоминает? Это та самая «третья сторона»! После проверки соответствия систем противопожарной защиты установленным требованиям страховая компания принимает решение о страховании объекта, его страхование после устранения выявленных недостатков или отказа от страхования (без которого разрешение на его ввод в эксплуатацию предоставлено не будет). Интересно, что часто представителей страховых компаний или «третьей стороны» привлекают к процессу уже на стадии проектирования объекта и его инженерных систем, в том числе систем противопожарной защиты. Также нельзя не отметить, что чем более современные, более совершенные и эффективные системы противопожарной защиты, чем меньше выявлено хотя бы мелких недостатков, тем охотнее работают с владельцем объекта страховые компании и тем меньше страховая премия.
Итак, наняв для проверки смонтированных систем противопожарной защиты третьей стороны, что соответствующие разрешительные документы и подтверждения соответствия требованиям ДСТУ EN ISO / IEC 17020: 2014, вы сможете быть уверены в качестве проведения работ по ее проектированию, монтажу и подготовке к введению в эксплуатацию. Если пожар и произойдет, то современные исправные системы противопожарной защиты выполнят свои задачи и обеспечат минимизацию убытков и защитят имеющихся на объекте людей. Не лишним будет сказать, что экспертов соответствующей квалификации, которые могли бы провести подобные проверки, в Украине не так много, но у нас такие есть и они готовы использовать свои знания и опыт на ваше благо. Рады были бы сотрудничать с вами и на начальных стадиях работы, когда возможны ошибки можно устранить, как говорится, «на корню» и тем самым избежать возможных затрат на «переработки» и других неприятностей.
