В первую очередь, напомним не только о том, как системы противопожарной защиты должны быть, но и что вообще относится к этим системам. К системам противопожарной защиты относятся системы пожарной сигнализации, системы пожаротушения и флегматизации, системы противодымной защиты, системы управления эвакуированием, в части системы оповещения, системы централизованного пожарного наблюдения, а также диспетчеризация самих систем противопожарной защиты и функционально связанных инженерных систем .
Требования к ним изложены в ДБН В.2.5-56:2014 Системы противопожарной защиты, и этот же документ является краеугольным камнем в определении того, какие именно системы противопожарной защиты должны быть на объекте. Выбор же специфики систем, например вида и типа огнетушащего вещества, тушение которой должно осуществляться, отнесено преимущественно к компетенции архитектора, проектировщика систем противопожарной защиты (СПС), заказчика/будущего владельца объекта и других заинтересованных лиц.

СПС смонтирован. Что дальше?
А дальше наступают «серые будни». СДР, как и любое другое «железо», нуждаются в техническом обслуживании, которое в Украине по ряду причин переименовали в «поддержание эксплуатационной пригодности». Понятно, что без его надлежащего выполнения состояние системы будет ухудшаться и, в конце концов, она станет неспособной выполнять свои прямые функции.
Раньше порядок технического обслуживания (поддержания эксплуатационной пригодности) был регламентирован уже упомянутыми строительными нормами по СДР, но однажды у определенных должностных лиц «открылись глаза» и они упомянули, что строительные нормы – это строительные нормы, они должны устанавливать, говоря упрощенно, принципы и порядок стройки, а не эксплуатации объектов. И хотя изъятие соответствующих положений из ДБН В.2.5-56:2014 привело к длительному существованию существенного пробела в этой области, убедить должностных лиц Минрегиона в необходимости «закрыть глаза» хотя бы на время на существующее несоответствие не удалось, то есть все, что касалось технического обслуживание систем противопожарной защиты, на стадии принятия изменения №1 к этому документу изъяли…
Природа не терпит пустоты
Конечно же, с такой ситуацией нужно было что-то решать. Да, европейские нормы относительно систем противопожарной защиты, их компонентов и огнетушащих веществ в Украине приняты, но региональные нормы не могут учесть всю национальную специфику, и иногда это даже написано «прямым текстом» в самих стандартах. Так, например, EN15004-1 (нормы относительно систем газового пожаротушения) предусматривают необходимость обращения с баллонами высокого давления для хранения этих самых огнетушащих веществ с соблюдением национальных нормативных документов. Более того уйма моментов таковы, что предполагали по крайней мере желательность дополнительного толкования. В конце концов, многие нормативные документы приняты на языке оригинала (на английском), что привело к возникновению языковых барьеров и неодинаковости толкования одних и тех же пунктов разными лицами.
Соответственно коллектив единомышленников, среди которых были преимущественно представители компаний-членов Украинского союза пожарной и техногенной безопасности, совместными усилиями разработали национальный стандарт, посвященный решению поднятого вопроса. Был принят стандарт ДСТУ 9047:2020 “Системы противопожарной защиты. Руководство по поддержанию эксплуатационной пригодности.
Стандарт как таковой
Сфера применения ДСТУ 9047:2020 шире, чем можно подумать, прочитав его название. В частности, документом нормированы общие требования к выполнению работ, связанных с вводом в эксплуатацию, оценкой соответствия, эксплуатацией, техническим обслуживанием и выводом из эксплуатации систем противопожарной защиты (СПЗ) и функционально связанных с СПЗ инженерных систем и технологического оборудования (ИСтаТО) . СПЗ уже названо, к ИСтаТО отнесены молниезащита, пожарные лифты, пожарные кран-комплекты, а также противопожарные двери, ворота, клапаны, занавесы (экраны) и т.д. Как водится, в дополнение к техническим требованиям изложены требования безопасности и охраны окружающей среды во время выполнения соответствующих работ. Кроме того, уделено внимание оценке соответствия СДР на разных этапах их жизненного цикла.
Незаурядный интерес, конечно же, вызывает раздел 4, устанавливающий общие технические требования. По нашему мнению, имеет смысл привести названия подпунктов, поэтому они таковы:
4.1 Общие положения
4.2 Подготовка к эксплуатации
4.3 Эксплуатирование СПЗ/ИСтаТО
4.4 Вывод из эксплуатации.
Раздел 5 «Требования к поддержанию эксплуатационной пригодности СДР в зависимости от вида» разбиты на такие подразделения, касающиеся всех видов систем и оборудования.
Поддержание эксплуатационной пригодности: в чем суть и как ее выполнять?
Поддержание эксплуатационной пригодности (СПЗ/ИСтаТО) предусматривает проверку рабочих характеристик СПЗ/ИСтаТО и отдельных их компонентов на соответствие запроектированному режиму работы, налаживание рабочих характеристик СПЗ/ИСтаТО и их компонентов по результатам, а также восстановление/замену несоответствующих компонентов СПЗ/ИСтаТО установленным требованиям.
Если разобраться глубже, то поддержание эксплуатационной пригодности включает в себя выполнение многочисленных операций с любой системой, начиная с еженедельного обзора ее компонентов (например, оросителей автоматической спринклерной системы пожаротушения) и заканчивая (в зависимости от вида СДР и используемого оборудования) тестированием программно управляемых компонентов систем .
Существуют операции, которые может выполнять собственными силами персонал самого объекта противопожарной защиты (например, осмотр спринклеров или пожарных извещателей на отсутствие видимых повреждений или покраски, проверка приемоконтрольных приборов на отсутствие индикаций о неисправности), но в большинстве случаев без услуг специализированной компании не обойтись. Причины тому бывают как вполне объективные (отсутствие соответствующих специалистов, инструмента, вопросы, связанные с лицензированием хозяйственной деятельности), так и субъективные, обычно связанные с нежеланием владельца системы нести полную ответственность за ее исправность и работоспособность.
Подводные камни
Общепринятой практикой является заключение договоров на техническое обслуживание (поддержание эксплуатационной пригодности) систем противопожарной защиты со специализированными компаниями. Часто речь идет о продолжении «отношений» с компанией, которая проводила монтирование и/или пусконаладочные работы, но не редкость и случай, когда владелец системы ищет подрядчика подешевле. И если всякие «чудеса» возможны даже в первом случае, то во втором и говорить, ведь реалии настоящего такие, что занимаются этой деятельностью чуть ли не все кому не лень.
Если речь идет об оценке соответствия самих систем противопожарной защиты на том или ином этапе их жизненного цикла, то не обойтись без услуг компании, которая имеет соответствующие документы и аккредитована на осуществление таких операций (так называемой третьей стороны). Именно СДР может, фигурально (и не только) говоря, спасти ситуацию и даже саму жизнь. Но как это правильно сделать?
Можно представить себе (и наблюдать на практике) ситуацию, когда владелец системы приглашает к сотрудничеству третью сторону на стадии принятия системы противопожарной защиты в эксплуатацию. Хорошо если все хорошо, но если будут выявлены многочисленные недостатки, то что делать? Конечно, можно заставить проектировщика и монтировщика устранять все недостатки за собственные средства, и это будет правильно и вполне справедливо, но если они будут слишком существенными? Как бы то ни было, а ввод объекта в эксплуатацию без смонтированных и работоспособных систем противопожарной защиты не допускается, поэтому возможны задержки и они могут быть незаурядными. Зачем вам это все? И если поддержание эксплуатационной пригодности обязательно, то не стоит ли убедиться в его правильности? Если систему предлагают, скажем, окончательно «забраковать» и смонтировать вместо нее новую, то не стоит ли спросить независимого специалиста, действительно ли все так «плохо»?
Вывод напрашивается сам собой: необходимо заключить договор с «третьей стороной» на более ранних стадиях, чтобы специализированная компания рассмотрела недостатки в системах уже на стадии их проектирования. Позже она будет предоставлять соответствующие услуги при пусконаладочных работах, а затем в процессе эксплуатации самих систем. Соответственно, вы как собственник будете спать спокойно, находясь в уверенности в исправности СДР и, соответственно, защищенности вашего имущества.
