Найперше, нагадаємо не лише про те, як системи протипожежного захисту мають бути, а й що взагалі належить до цих систем. Отож, до систем протипожежного захисту належать системи пожежної сигналізації, системи пожежогасіння та флегматизації, системи протидимного захисту, системи керування евакуюванням, в частині системи оповіщення, системи централізованого пожежного спостерігання, а також диспетчеризація самих систем протипожежного захисту та інженерних систем, які функціонально пов’язані.
Вимоги щодо них викладено в ДБН В.2.5-56:2014 Системи протипожежного захисту, і цей самий документ є наріжним каменем у визначенні того, які саме системи протипожежного захисту мають бути на об’єкті. Вибирання ж специфіки систем, наприклад, виду і типу вогнегасної речовини, гасіння якою має здійснюватися, віднесене переважно до компетенції архітектора, проектувальника систем протипожежного захисту (СПЗ), замовника/майбутнього власника об’єкта та інших зацікавлених осіб.

СПЗ змонтовано. Що далі?
А далі настають “сірі будні”. СПЗ, як і будь-яке інше “залізо”, потребують технічного обслуговування, яке в Україні з ряду причин перейменували в “підтримання експлуатаційної придатності”. Зрозуміло, що без його належного виконання стан системи погіршуватиметься і врешті решт вона стане нездатною виконувати свої прямі функції.
Раніше порядок технічного обслуговування (підтримання експлуатаційної придатності) було регламентовано вже згаданими будівельними нормами щодо СПЗ, але одного дня у певних посадових осіб “відкрилися очі” та вони згадали, що будівельні норми – то будівельні норми, вони мають встановлювати, кажучи спрощено, принципи і порядок будівництва, а не експлуатації об’єктів. І хоча вилучення відповідних положень з ДБН В.2.5-56:2014 призвело до довготривалого існування суттєвої прогалини у цій галузі, переконати посадових осіб Мінрегіону в необхідності “заплющити очі” бодай на певний час на існуючу невідповідність не вдалося, себто усе, що стосувалося технічного обслуговування систем протипожежного захисту, на стадії прийняття зміни №1 до цього документа вилучили…
Природа не терпить порожнечі
Звичайно ж, з такою ситуацією потрібно було щось “вирішувати”. Так, європейські норми щодо систем протипожежного захисту, їхніх компонентів і вогнегасних речовин в Україні прийнято, але ж регіональні норми не можуть врахувати всю національні специфіку, і подекуди це навіть написано “прямим текстом” у самих стандартах. Так, наприклад, EN 15004-1 (норми щодо систем газового пожежогасіння) передбачають необхідність поводження з балонами високого тиску для зберігання цих самих вогнегасних речовин з дотриманням національних нормативних документів. Більше того сила-силенна моментів такі, що передбачали принаймні бажаність додаткового тлумачення. Врешті решт, багато нормативних документів прийнято мовою оригіналу (англійською), що призвело до виникнення мовних бар’єрів та неоднаковості тлумачення одних і тих самих пунктів різними особами.
Відповідно, колектив однодумців, серед яких були переважно представники компаній-членів Українського союзу пожежної та техногенної безпеки, спільними зусиллями розробили національний стандарт, присвячений вирішенню порушеного питання. Був прийнятий стандарт ДСТУ 9047:2020 “Системи протипожежного захисту. Настанова з підтримання експлуатаційної придатності”.
Стандарт як такий
Сфера застосування ДСТУ 9047:2020 ширша, ніж можна подумати, прочитавши його назву. Зокрема, документом унормовано загальні вимоги до виконання робіт, пов’язаних з введенням в експлуатацію, оцінкою відповідності, експлуатуванням, технічним обслуговуванням і виведенням з експлуатації систем протипожежного захисту (СПЗ) та функціонально пов’язаних з СПЗ інженерних систем та технологічного обладнання (ІСтаТО). СПЗ вже названо, до ІСтаТО ж віднесено блискавкозахист, пожежні ліфти, пожежні кран-комплекти, а також протипожежні двері, ворота, клапани, завіси (екрани) тощо. Як водиться, на додаток до технічних вимог викладено вимоги щодо безпеки та охорони довкілля під час виконання відповідних робіт. Крім того, приділено увагу оцінюванню відповідності СПЗ на різних етапах їхнього життєвого циклу.
Неабиякий інтерес, звичайно ж, викликає розділ 4, який встановлює загальні технічні вимоги. На нашу думку, має сенс навести назви підпунктів, тож вони такі:
4.1 Загальні положення
4.2 Підготовка до експлуатування
4.3 Експлуатування СПЗ/ІСтаТО
4.4 Виведення з експлуатації.
Розділ 5 “Вимоги до підтримання експлуатаційної придатності СПЗ залежно від виду” розбито на такі підрозділи, що стосуються всіх видів систем та обладнання.
Підтримання експлуатаційної придатності: в чому суть і як його виконувати?
Підтримання експлуатаційної придатності (СПЗ/ІСтаТО) передбачає перевіряння робочих характеристик СПЗ/ІСтаТО та окремих їх компонентів на відповідність запроектованому режиму роботи, налагодження робочих характеристик СПЗ/ІСтаТО та їх компонентів за результатами, а також відновлення/заміну компонентів СПЗ/ІСтаТО, що не відповідають установленим вимогам.
Якщо розібратися глибше, то підтримання експлуатаційної придатності включає в себе виконання численних операцій з будь-якою системою починаючи з щотижневого огляду її компонентів (наприклад, зрошувачів автоматичної спринклерної системи пожежогасіння) і закінчуючи (залежно від виду СПЗ та використовуваного обладнання) тестуванням програмно керованих компонентів систем.
Існують операції, які може виконувати власними силами персонал самого об’єкта протипожежного захисту (наприклад, огляд спринклерів або пожежних сповіщувачів на відсутність видимих пошкоджень або пофарбування, перевіряння приймально-контрольних приладів на відсутність індикацій про несправність), але в більшості випадків без послуг спеціалізованої компанії не обійтися. Причини тому бувають як цілком об’єктивні (відсутність відповідних фахівців, інструменту, питання, пов’язані з ліцензуванням господарської діяльності), так і суб’єктивні, які зазвичай пов’язано з небажанням власника системи нести цілковиту відповідальність за її справність і працездатність.
Підводні камені
Загальноприйнятою практикою є укладання договорів на технічне обслуговування (підтримання експлуатаційної придатності) систем протипожежного захисту із спеціалізованими компаніями. Часто йдеться про продовження “відносин” з компанією, яка проводила монтування та/або пусконалагоджувальні роботи, але не рідкість і випадок, коли власник системи шукає підрядника подешевше. І якщо усілякі “дива” можливі навіть у першому випадку, то в другому годі й казати, адже реалії сьогодення такі, що займаються цієї діяльністю чи не всі кому не ліньки.
Якщо ідеться про оцінювання відповідності самих систем протипожежного захисту на тому чи іншому етапі їхнього життєвого циклу, то тут не обійтися без послуг компанії, яка має відповідні документи й акредитована на здійснення таких операцій (так званої третьої сторони). Саме СПЗ може, фігурально (і не тільки) висловлюючись, врятувати ситуацію і навіть саме життя. Але як це правильно зробити?
Можна уявити собі (і спостерігати на практиці) ситуацію, коли власник системи запрошує до співпраці “третю” сторону на стадії прийняття системи протипожежного захисту в експлуатацію. Добре якщо все добре, але якщо буде виявлено численні недоліки, то що робити? Звичайно, можна примусити проектувальника і монтувальника усувати всі недоліки за власні кошти, і це буде правильно і цілком справедливо, але ж якщо вони будуть занадто суттєвими? Хай там як, а введення об’єкта в експлуатацію без змонтованих і працездатних систем протипожежного захисту не допускається, тож можливі затримки і вони можуть бути неабиякими. Навіщо вам усе це? І якщо підтримання експлуатаційної придатності обов’язкове, то чи не варто упевнитись у його правильності? Якщо систему пропонують, скажімо, остаточно “забракувати” і змонтувати замість неї нову, то чи не варто спитати незалежного фахівця, чи дійсно все так “погано”?
Висновок напрошується сам собою: необхідно укласти договір з “третьою стороною” на якомога більш ранніх стадіях, аби спеціалізована компанія розгледіла недоліки в системах вже на стадії їх проектування. Пізніше вона надаватиме відповідні послуги під час пусконалагоджувальних робіт, а потім у процесі експлуатування самих систем. Відповідно, ви як власник спатимете спокійно, перебуваючи у впевненості щодо справності СПЗ і, відповідно, захищеності вашого майна.
