Давно вже увійшло в “моду” розробляти так звані системи управління якістю згідно з вимогами міжнародних стандартів, які передбачають, окрім усього іншого, розподіл обов’язків. Але, якщо розібратися, нічого принципово нового останнім часом не сталося: посадові інструкції “вигадали” давно, і що чіткіше їх написано, то краще, як то кажуть, для справи. Інструкції у сфері пожежної безпеки, обов’язки щодо забезпечення якої повинні бути відображені в посадових інструкціях, обов’язках і положеннях про підрозділ (див. П. 2 розділу II НАПБ А.01.001-2014 Правила пожежної безпеки в Україні).
Надалі за текстом Правил подано вимогу щодо встановлення на кожному об’єкті протипожежного режиму, що має бути затверджений наказом, інструкцією або іншим документом. Цей режим має включати в себе (будь ласка, наберіться терпіння):
– “порядок утримання шляхів евакуації”;
– “визначення спеціальних місць для куріння”;
– “порядок застосування відкритого вогню”;
– “порядок використання побутових нагрівальних приладів”;
– “порядок проведення тимчасових пожежонебезпечних робіт”;
– “правила проїзду та стоянки транспортних засобів”;
– “місця для зберігання і допустиму кількість сировини, напівфабрикатів та готової продукції, що можуть одночасно знаходитися у приміщеннях і на території”;
– “порядок прибирання горючого пилу й відходів, зберігання промасленого спецодягу та ганчір’я, очищення елементів вентиляційних систем від горючих відкладень”;
– “порядок відключення від мережі електроживлення обладнання та вентиляційних систем у разі пожежі”;
– “порядок огляду й зачинення приміщень після закінчення роботи”;
– “порядок проходження посадовими особами навчання й перевірки знань з питань пожежної безпеки, а також проведення з працівниками протипожежних інструктажів та занять з пожежно-технічного мінімуму з призначенням відповідальних за їх проведення”;
– “порядок організації експлуатації і обслуговування наявних засобів протипожежного захисту”;
– “порядок проведення планово-попереджувальних ремонтів та оглядів електроустановок, опалювального, вентиляційного, технологічного та іншого інженерного обладнання”;
– “порядок збирання членів пожежно-рятувального підрозділу добровільної пожежної охорони та посадових осіб, відповідальних за пожежну безпеку, у разі виникнення пожежі, виклику вночі, у вихідні й святкові дні”; а також
– “порядок дій у разі виникнення пожежі: порядок і способи оповіщення людей, виклику пожежно-рятувальних підрозділів, зупинки технологічного устаткування, вимкнення ліфтів, підйомників, вентиляційних установок, електроспоживачів, застосування засобів пожежогасіння; послідовність евакуації людей та матеріальних цінностей з урахуванням дотримання техніки безпеки. При розробленні інструкцій щодо дій у разі виникнення (виявлення) пожежі необхідно використовувати розділ VIII цих Правил”.
Ознайомлювати працівників об’єкта з цими вимогами приписано під час проведення інструктажів під час проходження пожежно-технічного мінімуму.
Ближче до “специфіки”
П. 4 розділу ІІ “противогняного катехізису” передбачає розроблення для кожного приміщення об’єкта інструкцій про заходи пожежної безпеки, що мають бути затверджені керівником об’єкта. Ми навмисно позначили курсивом слово “кожного”, але про це дещо пізніше. У цих інструкціях повинні вказуватись:
– “категорія приміщення з вибухопожежної та пожежної небезпеки (для виробничих, складських приміщень та лабораторій)”;
– “вимоги щодо утримання евакуаційних шляхів та виходів”;
– “спеціальні місця для куріння та вимоги до них”;
– “порядок утримання приміщень, робочих місць”;
– “порядок зберігання та застосування легкозаймистих рідин, горючих рідин (далі – ЛЗР, ГР), пожежовибухонебезпечних речовин і матеріалів”;
– “порядок прибирання робочих місць, збирання, зберігання та видалення горючих відходів, промасленого ганчір’я”;
– “порядок утримання та зберігання спецодягу”;
– “місця, порядок та норми одночасного зберігання в приміщенні сировини, напівфабрикатів та готової продукції”;
– “порядок проведення зварювальних та інших вогневих робіт”;
– “порядок огляду, вимкнення електроустановок, приведення в пожежобезпечний стан приміщень та робочих місць, закриття приміщень після закінчення роботи”;
– “заходи пожежної безпеки при роботі на технологічних установках та апаратах, які мають підвищену пожежну небезпеку”;
– “граничні показання контрольно-вимірювальних приладів, відхилення від яких можуть викликати пожежу або вибух”; і
– “обов’язки та дії працівників у разі виникнення пожежі”.
Інспектування об’єктів, які підлягаюсть капітальному ремонту
Як водиться, ці інструкції “мають вивчатися під час проведення протипожежних інструктажів, проходження навчання за програмою пожежно-технічного мінімуму, а також в системі виробничого навчання і вивішуватися на видимих місцях”.
До того ж, п. 5 розділу ІІ каже:
На об’єктах з масовим перебуванням людей, які є навчальними (у тому числі дошкільними) закладами, закладами охорони здоров’я зі стаціонаром, будинками для людей похилого віку та інвалідів, санаторіями і закладами відпочинку, розважальними, культурно-освітніми та видовищними закладами, критими спортивними будинками і спорудами, готелями, мотелями, кемпінгами, торговими підприємствами та іншими аналогічними за призначенням об’єктами з масовим перебуванням людей, на доповнення до схематичного плану евакуації повинна бути розроблена та затверджена керівником інструкція, що визначає дії персоналу щодо забезпечення безпечної та швидкої евакуації людей, за якою не рідше одного разу на півроку мають проводитися практичні тренування всіх задіяних працівників. Для об’єктів, у яких передбачається перебування людей уночі, інструкції повинні передбачати також дії у нічний час.
Неможна осягти неосяжне
За нашими прогнозами, нічого принципово не зміниться навіть у разі “технологічних проривів” чи якихось інших явищ подібного масштабу.
Аби успішно скласти всі ці інструкції, потрібні знання як специфіки об’єкта, так і вимог численних нормативних документів. Якщо Ви впевнені, що ваші відповідальні за пожежну безпеку особи належать до категорії тих, хто всім цим володіє, можете далі не читати. В іншому випадку хотілося б запропонувати свої послуги щодо розроблення або участі в розробленні такої документації, адже малоймовірно, що найдосвідченіший головний інженер, технолог чи інша посадова особа мають такий самий досвід у питаннях, що стосуються забезпечення пожежної безпеки, протипожежного захисту і пожежогасіння.
Це стосується як визначення необхідності розроблення тих самих інструкцій щодо забезпечення пожежної безпеки для кожного приміщення (мабуть, насправді безглуздо писати їх, скажімо, для душових), так і їх розроблення. Як відомо, дві голови – краще, ніж одна, а робота над інструкціями досвідченого фахівця (фахівців) – це гарантія того, що в майбутньому Ви не матимете проблем з пожежною інспекцією чи іншими контролюючими органами. Водночас, чітке регламентування і ретельне дотримання заходів, передбачених усіма вищезгаданими інструкціями – запорука високого рівня пожежної безпеки і надійного захисту від пожежі.
