Давно уже вошло в «моду» разрабатывать так называемые системы управления качеством в соответствии с требованиями международных стандартов, предусматривающих, кроме всего прочего, распределение обязанностей. Но, если разобраться, ничего принципиально нового в последнее время не произошло: должностные инструкции «придумали» давно, и чем четче они написаны, тем лучше, как говорится, для дела. То же касается и пожарной безопасности, обязанности по обеспечению которой должны быть отражены в должностных инструкциях, обязанностях и положениях о подразделении (см. П. 2 раздела II НАПБ А.01.001-2014 Правила пожарной безопасности в Украине).
Далее по тексту Правил подано требование об установлении на каждом объекте противопожарного режима, должен быть утвержден приказом, инструкцией или иным документом. Этот режим должен включать в себя (пожалуйста, наберитесь терпения):
— «порядок содержанию путей эвакуации»;
— «определение специальных мест для курения»;
— «порядок применения открытого огня»;
— «порядок использования бытовых нагревательных приборов»;
— «порядок проведения временных пожароопасных работ»;
— «правила проезда и стоянки транспортных средств»;
— «места для хранения и допустимое количество сырья, полуфабрикатов и готовой продукции которые могут одновременно находиться в помещениях и на территории»;
— «порядок уборки горючей пыли и отходов, хранения промасленной спецодежды и ветоши, очистки элементов вентиляционных систем от горючих отложений»;
— «порядок отключения от сети электропитания оборудования и вентиляционных систем в случае пожара»;
— «порядок осмотра и закрытия помещений после окончания работы»;
— «порядок прохождения должностными лицами обучения и проверки знаний по вопросам пожарной безопасности, а также проведение с работниками противопожарных инструктажей и занятий по пожарно-техническому минимуму с назначением ответственных за их проведение»;
— «порядок организации эксплуатации и обслуживания имеющихся средств противопожарной защиты»;
— «порядок проведения планово-предупредительных ремонтов и осмотров электроустановок, отопительного, вентиляционного, технологического и другого инженерного оборудования»;
— «порядок сбора членов пожарно-спасательного подразделения добровольной пожарной охраны и должностных лиц, ответственных за пожарную безопасность, в случае возникновения пожара, вызова ночью, в выходные и праздничные дни»; а также
— «порядок действий в случае возникновения пожара: порядок и способы оповещения людей, вызова пожарно-спасательных подразделений, остановки технологического оборудования, отключения лифтов, вентиляционных установок, электропотребителей, применение средств пожаротушения; последовательность эвакуации людей и материальных ценностей с учетом соблюдения техники безопасности. При разработке инструкций относительно действий в случае возникновения (обнаружения) пожара необходимо использовать раздел VIII настоящих Правил «.
Знакомить работников объекта с этими требованиями предписано во время проведения инструктажей при прохождении пожарно-технического минимума.
Ближе к «специфике»
П. 4 раздела II «противопожарного катехизиса» предусматривает разработку для каждого помещения объекта инструкций о мерах пожарной безопасности, которые должны быть утверждены руководителем объекта. Мы намеренно обозначили курсивом слово «каждого», но об этом несколько позже. В этих инструкциях должны указываться:
— «категория помещения по взрывопожарной и пожарной опасности (для производственных, складских помещений и лабораторий)»;
— «требования по содержанию эвакуационных путей и выходов»;
— «специальные места для курения и требования к ним»;
— «порядок содержания помещений, рабочих мест»;
— «порядок хранения и применения легковоспламеняющихся жидкостей, горючих жидкостей (далее — ЛВЖ, ГЖ), взрывопожароопасных веществ и материалов»;
— «порядок уборки рабочих мест, сбор, хранение и удаление горючих отходов, промасленной ветоши»;
— «порядок содержания и хранения спецодежды»;
— «места, порядок и нормы единовременного хранения в помещении сырья, полуфабрикатов и готовой продукции»;
— «порядок проведения сварочных и других огневых работ»;
— «порядок осмотра, отключение электроустановок, приведение в пожаробезопасное состояние помещений и рабочих мест, закрытие помещений после окончания работы»;
— «меры пожарной безопасности при работе на технологических установках и аппаратах, которые имеют повышенную пожарную опасность»;
— «предельные показания контрольно-измерительных приборов, отклонения от которых могут вызвать пожар или взрыв»; и
— «обязанности и действия работников в случае возникновения пожара».
Как водится, эти инструкции «должны изучаться во время проведения противопожарных инструктажей, прохождения обучения по программе пожарно-технического минимума, а также в системе производственного обучения и вывешиваться на видных местах».
К тому же, п. 5 раздела II говорит:
На объектах с массовым пребыванием людей, которые являются учебными (в том числе дошкольными) учреждениями, учреждениями здравоохранения со стационаром, домами престарелых и инвалидов, санаториями и отелями, развлекательными, культурно-образовательными и зрелищными учреждениями, крытыми спортивными зданиями и сооружениями, гостиницами, мотелями, кемпингами, торговыми предприятиями и другими аналогичными по назначению объектами с массовым пребыванием людей, в дополнение к схематическому плану эвакуации должна быть разработана и утверджена руководителем инструкция, определяющая действия персонала по обеспечению безопасной и быстрой эвакуации людей, по которой, не реже одного раза в полгода, должны проводиться практические тренировки всех задействованных работников. Для объектов, в которых предполагается пребывание людей ночью, инструкции должны предусматривать также действия в ночное время.
Нельзя объять необъятное
Имея большой опыт общения и «борьбы» с «профильными специалистами», можем постулировать следующее: ничто так не впечатляет (в хорошем смысле этого слова) инспектора, как документация, составленная с соблюдением всех бюрократических правил. Вышеупомянутые инструкции по пожарной безопасности — не исключение, ведь это один из моментов, которые в первую очередь проверяли в «лучшие времена». И как бы там ни было с нынешней «дерегуляцией», действующие Правила пожарной безопасности в Украине (и не только они) содержат подобные требования и даже самые рьяные «дерегуляторы» и противники «твердой руки» вряд ли осмелятся назвать их бессмысленными.
По нашим прогнозам, ничего принципиально не изменится даже в случае «технологических прорывов» или иных явлений подобного масштаба.
Чтобы успешно сдать все эти инструкции, нужны знания как специфики объекта, так и требований многочисленных нормативных документов. Если Вы уверены, что ваши ответственные за пожарную безопасность лица относятся к категории тех, кто всем этим владеет, можете дальше не читать. В противном случае хотелось бы предложить свои услуги по разработке или участия в разработке такой документации, ведь маловероятно, что опытный главный инженер, технолог или другое должностное лицо имеют такой же опыт в вопросах, связанных с обеспечением пожарной безопасности, противопожарной защиты и пожаротушения.
Это касается как определения необходимости разработки тех же инструкций по обеспечению пожарной безопасности для каждого помещения (видимо, на самом деле бессмысленно писать их, скажем, для душевых), так и их разработки. Как известно, две головы — лучше, чем одна, а работа над инструкциями опытного специалиста (специалистов) — это гарантия того, что в будущем Вы не будете иметь проблем с пожарной инспекцией или другими контролирующими органами. В то же время, четкое регламентирование и тщательное соблюдение мер, предусмотренных всеми вышеупомянутыми инструкциями — залог высокого уровня пожарной безопасности и надежной защиты от пожара.
