Як відомо, категорію виробничого, складського приміщення, будинку або зовнішньої установки за вибухопожежною та пожежною небезпекою вважають основним показником рівня їх пожежної небезпеки. Саме вона є основою для встановлення нормативних вимог щодо конструктивних та об’ємно-планувальних рішень, особливостей технологічного і допоміжного обладнання, а також забезпечення захисту об’єктів від пожеж та вибухів.
Зокрема, від категорії за вибухопожежною та пожежною небезпекою залежать (можуть залежати) ступінь вогнестійкості будинку, площі протипожежних відсіків, необхідність застосування вибухозахищеного обладнання, користування інструментом, що не утворює іскор під час ударів, а також потреба в улаштуванні систем протипожежного захисту, аварійної вентиляції, скидних будівельних конструкцій тощо.
Подібні вимоги встановлюються нормативними документами щодо протипожежного захисту об’єктів та/або визначаються за результатами розрахунку категорії будинку (будівлі, споруди, зовнішньої установки) за вибухопожежною та пожежною небезпекою. Водночас, вжиття заходів щодо зниження цієї категорії за належної кмітливості дасть змогу оптимізувати заходи як на протипожежний захист об’єкта, так і на забезпечення його пожежної безпеки під час експлуатації.
Категорія об’єкта за вибухопожежною небезпекою (А або Б) залежить від максимального розрахункового значення надлишкового тиску, що може статися у разі виникнення аварійної ситуації. Цей тиск у свою чергу залежить від природи, кількості, розташування потенційного джерела утворення горючих парів або пилу, їх концентрації в повітрі (яку можна регулювати, оснащуючи об’єкт відповідним інженерним обладнанням) і деяких інших чинників.
Якщо ж вибух неможливий навіть у разі виникнення аварії, то категорія об’єкта (приміщення, будинку, споруди, зовнішньої установки) за пожежною небезпекою (В або Д) залежить від пожежної навантаги. До приміщень категорії Г відносять ті, в яких наявні негорючі речовини і матеріали у гарячому, розпеченому або розплавленому стані, процес обробки яких супроводжується виділенням променистого тепла, іскор та полум’я; сюди ж відносять приміщення з наявністю горючих газів, рідин або твердих речовин, які спалюють або використовують як пальне.
До останнього часу для розрахунку категорій приміщень, будинків та зовнішніх установок за вибухопожежною та пожежною небезпекою користувалися НАПБ Б.03.002-2007 Норми визначення категорій приміщень, будинків та зовнішніх установок за вибухопожежною та пожежною небезпекою, натомість досвід застосування цього документа показав необхідність уточнення ряду його положень. Саме тому робоча група, багато членів якої є авторами зазначеного НАПБ, розробили на заміну йому ДСТУ Б В.1.1-36:2016 Визначення категорій приміщень, будинків та зовнішніх установок за вибухопожежною та пожежною небезпекою, що набув чинності з 1 січня цього року.
Слід зауважити, що “революції” після надання чинності цьому стандартові не сталося, проте мав місце ряд дуже суттєвих уточнень положень його “попередника”, які багато чого змінили. Зокрема, уточнено сферу застосування документа і частково змінено його термінологічний розділ. Більш принциповим є те, що відкориговано процедури розрахунку маси парів горючих рідин, що надходять у приміщення в результаті аварії, підходи до віднесення виробничих і складських приміщень до категорії В або Д (що зазвичай буває каменем спотикання), а також розрахунку категорії приміщень, де обертається горючий пил.
Важливо, що розрахунок категорій приміщень, оснащених системами загальнообмінної вентиляції для видалення горючих газів і парів горючих рідин, відтепер проводять з урахуванням їх роботи, до того ж, передбачене врахування швидкості повітряного потоку в приміщенні з метою визначення інтенсивності випаровування і маси парів горючих рідин, які надходять у приміщення у разі аварії. Відтепер передбачено два підходи до визначення розрахункової маси горючого пилу, який знаходиться у стані аерозолю в об’ємі приміщення в результаті аварії, а також уточнено відповідні положення стосовно зовнішніх установок.
Новий стандарт встановлює порядок визначення категорій приміщень і будинків (частин будинків у межах протипожежних відсіків) виробничого та складського призначення, лабораторій, а також зовнішніх установок за вибухопожежною та пожежною небезпекою. Ще раз зазначимо, що належність до певної категорії визначається кількістю і показниками пожежовибухонебезпечності речовин і матеріалів, які знаходяться (зберігаються, переробляються, транспортуються), з урахуванням особливостей технологічних процесів та об’ємно-планувальних рішень, а також наявності технічних засобів запобігання виникненню аварійних ситуацій.
Це нагадування є актуальним з урахуванням того, що велика кількість чинних в Україні будівельних норм, норм технологічного проектування, технологічних інструкцій і деяких інших документів (багато з яких було розроблено ще за радянських часів) самі собою регламентують категорії за вибухопожежною та пожежною небезпекою приміщень різного призначення без урахування їх особливостей. Наскільки це правильно, особливо в світлі впровадження нових технологій будівництва і проведення технологічних процесів (як це часто-густо буває під час будівництва нових об’єктів) – питання є досить риторичним.
Не зважаючи на те, що користуватися документом і читати його теоретично може будь-яка особа, варто зауважити, що проведення самих розрахунків потребує відповідних навичок та досвіду. Особливо, якщо результат розрахунку є суттєвим та важливим і впливає на необхідність (або її відсутність) щодо вжиття заходів по зниженню категорії за вибухопожежною та пожежною небезпекою.
Для того, щоб відстояти свою позицію та підійти індивідуально до кожного конкретного випадку, необхідно аргументувати, що ДСТУ Б В.1.1-36:2016 не є прямою заміною НАПБ Б.03.002-2007 і, тим більше, ОНТП 24-86 – аналогічного документа, розробленого понад 30 років тому, яким і користувалися під час розроблення нормативних документів як при існуванні СРСР, так і упродовж багатьох років після здобуття Україною незалежності.
Саме на цій стадії є, наприклад, можливість довести належність приміщення до категорії Д, а не до В (якщо виникають спірні ситуації щодо цього), що у свою чергу дозволяє мінімізувати кошти власнику таких приміщень. Варто зауважити, що у таких справах варто покладатися на справжніх професіоналів, адже вони несуть відповідальність за проведені розрахунки. Тому експерт, який має навички у відповідній галузі, є Вашим найкращим помічником у цьому.
