Як відомо, в Україні чинні державні будівельні норми ДБН В.2.5-56:2014 Системи протипожежного захисту, якими встановлено вимоги щодо побудови, проектування, монтування, приймання в експлуатацію, підтримання експлуатаційної придатності та ынспектування систем протипожежного захисту. Нагадаємо, що до систем протипожежного захисту відносять системи пожежної сигналізації, системи пожежогасіння, системи оповіщення про пожежу та управління евакуюванням людей, системи протидимного захисту, системи централізованого пожежного спостерігання і диспетчеризацію систем протипожежного захисту.
Такими системами захищають будинки, будівлі або їх частини, споруди, а також устаткування різного призначення, а порядок оснащення об’єктів ними встановлюється самими ДБН В.2.5-56:2014 та будівельними нормами на об’єкти відповідного типу. Не секрет, що об’єкти, які будуються на сьогоднішній день, особливо в мегаполісах – здебільшого складні, такі, що мають велику площу і насичені різноманітним устаткуванням. Відповідно, щоб захистити їх, потрібне сучасне протипожежне обладнання, але й воно в руках “дикуна” – теж купа металобрухту. Саме тому існують нормативні документи, які встановлюють кваліфікаційні вимоги до організацій, що займаються проектуванням, монтуванням і підтриманням експлуатаційної придатності (технічним обслуговуванням) системи протипожежного захисту. Не менше значення має і перевірка відповідності систем встановленим вимогам перед їх введенням в експлуатацію, але про це трохи згодом.
Вже не перший рік “модним” трендом в Україні є так звана дерегуляція, метою якої є (або, принаймні, має бути) зменшення тиску на бізнес і поліпшення інвестиційного клімату в державі. На жаль, є й зворотна сторона цієї “медалі”, адже багато хто зловживає свободою дій, і в таких випадках виникають різного роду “васильківські пожежі”…. Але ж українці – мудра нація, ми впевнені, що рано чи пізно все стане на свої місця і між словами “демократія” і “вседозволеність” не можна буде поставити знак тотожної рівності.
Підтвердженню відповідності товарів, послуг, організацій, об’єктів і процесів в Україні присвячено велику кількість нормативних документів, які поступово приводять у відповідність до європейської практики. Взяти хоча б майбутнє скасування обов’язкової сертифікації як такої з переходом на декларування відповідності та добровільну сертифікацію. Але слово “добровільна” в тій самій Європі аж ніяк не означає, що до неї вдаються лише ті, кому “нема куди гроші подіти”. Зазвичай виробники продукції (у тому числі й протипожежного обладнання) воліють переконатися в якості і працездатності своєї продукції. Не в останню чергу вони це роблять задля того, щоб у разі чого нести відповідальність не самостійно, а разом з лабораторією, яка проводила сертифікаційні випробування та органом сертифікації: якщо вони “не додивилися” і не побачили недоліки, то винні будуть саме насамперед вони, а не виробник. Усталена практика така: розробник має право помилитися, перевіряльник – ні. Те саме стосується і систем протипожежного захисту, справа лише у відмінності підходів до процесів контролювання.
У повній відповідності до декларованого принципу “добровільності”, норми ДБН В.2.5-56:2014 (п. п. 7.3, 8.3, 9.8, 10.8, 12.4, додаток И) передбачають можливість перевіряння відповідності систем протипожежного захисту так званою третьою стороною. Варто зауважити, що донедавна приймання систем протипожежного захисту в експлуатацію здійснювали працівники органів державного пожежного нагляду, але ситуація, на щастя, змінилася на краще. Такі положення не взялися “зі стелі”, уперше подібна практика “набула законної сили” після прийняття в Україні європейських норм ДСТУ-Н CEN/TS 54-14:2009 Системи пожежної сигналізації та оповіщування. Частина 14. Настанови щодо побудови, проектування, монтування, введення в експлуатацію, експлуатування і технічного обслуговування (CEN/TS 54-14:2004, IDT). Водночас, відповідно до п. И.1.2 ДБН В.2.5-56:2014, перевіряння відповідності системи не є обов’язковим, адже з цією метою “…замовником робіт може бути створена комісія з представників замовника, проектної, монтувальної, пультової і обслуговуючої організацій, представників третьої сторони тощо”. Хоча начебто і йдеться про “добровільність”, третьою стороною, у повній відповідності до будівельних норм, має бути “інспекційний орган згідно з ДСТУ ISO/IEC 17020” (це стандарт, який встановлює вимоги щодо таких установ незалежно від сфер їхньої діяльності, на заміну йому наразі прийнято ДСТУ EN ISO/IEC 17020:2014 Оцінка відповідності. Вимоги до роботи різних типів органів з інспектування). Іншими словами, особа, яка перевіряє ці системи, має бути кваліфікованим фахівцем, а не людиною “з вулиці”.
Для чого ж залучати цю саму “третю сторону”? Хоча б з тих самих міркувань, що й у випадку добровільного підтвердження відповідності (сертифікації) продукції. Це для тих, хто побоюється лише відповідальності. Але річ не тільки в тому. Дещо відхилившись від теми зазначимо широко відомий факт: заможні українці допускають можливі крадіжки/пограбування і готові вкладати неабиякі кошти в міцні будівельні конструкції, замки хитромудрої будови, системи відеоспостереження, охоронну сигналізацію, тілоохоронців і т. ін., але мало хто думає про захист від пожежі. Мовляв, вона може статися в будь-кого, але тільки не в мене. І дарма: смертність на автошляхах України вже давно стала притчею во язицех, але мало хто знає, що на пожежах людей гине в середньому “усього” удвічі менше, ніж внаслідок дорожньо-транспортних пригод. Вдумайтесь: за статистичними даними, щоденно жертвами “червоного півня” в Україні стають у середньому 6 осіб!
Дедалі “моднішим” в Україні є і страхування. Можна ставитися до нього по-різному і довіряти чи не довіряти страховим компаніям, але ж ми від цього, мабуть, нікуди не дінемося: страхування від пожежі – теж нормальна європейська практика. І європейська страхова компанія не застрахує ваш об’єкт від пожежі, доки ви не отримає акт обстеження стану протипожежного захисту від спеціалізованої компанії або фахівця (яка/який зазвичай є сторонньою юридичною/фізичною особою). Нічого не нагадує? Це та сама “третя сторона”! Після перевірки відповідності систем протипожежного захисту встановленим вимогам страхова компанія приймає рішення щодо страхування об’єкта, його страхування після усунення виявлених недоліків або відмови від страхування (без якого дозвіл на його введення в експлуатацію надано не буде). Цікаво, що часто-густо представників страхових компаній чи “третю сторону” залучають до процесу вже на стадії проектування об’єкта та його інженерних систем, у тому числі систем протипожежного захисту. Також неможна не зауважити, що чим сучасніші, досконаліші та ефективніші системи протипожежного захисту, чим менше виявлено бодай дрібних недоліків, тим охочіше працюють з власником об’єкта страхові компанії і тим менша страхова премія.
Отже, найнявши для перевірки змонтованих систем протипожежного захисту третю сторону, що має відповідні дозвільні документи і підтвердження відповідності вимогам ДСТУ EN ISO/IEC 17020:2014, ви зможете бути впевнені в якості проведення робіт з її проектування, монтування і підготовки до введення в експлуатацію. Якщо пожежа і станеться, то сучасні справні системи протипожежного захисту виконають свої задачі та забезпечать мінімізацію збитків і захистять наявних на об’єкті людей. Не зайвим буде сказати, що експертів відповідної кваліфікації, які могли б провести подібні перевірки, в Україні не так і багато, але в нас такі є і вони готові використовувати свої знання і досвід на ваше благо. Раді були б співпрацювати з вами і на початкових стадіях роботи, коли можливі помилки можна усунути, як то кажуть, “на корню” і тим самим уникнути можливих витрат на “переробки” та інших неприємностей.
