В настоящее время в Украине продолжается работа по обновлению и внесению изменений в государственные строительные нормы и приведение их положений к современным тенденциям в строительстве и требованиям настоящего. Государственные строительные нормы должны отвечать всем современным требованиям.
В частности, на сайте Министерства развития общин и территорий Украины (Минрегион), которое обеспечивает формирование и реализует государственную политику в сфере технического регулирования в строительстве, представлена первая редакция проекта Изменения №2 ДБН А.2.2-3:2014 «Состав и содержание проектной документации на строительство» по ссылке:
Разработчиком данного документа является Государственное предприятие «Научно-исследовательский институт строительного производства».
Проект Изменения №2 достаточно прогрессивный и содержит очень интересные инновации для Украины. Следует обратить внимание, что именно в этом документе выстраивается подход к применению технологий строительного информационного моделирования, которое набирает все большие обороты в нашей стране, что, собственно, коррелируется с мировым опытом, ведь в большинстве европейских и западных странах данный вопрос урегулирован на законодательном уровне . Также к стоящим нововведениям следует отнести новую редакцию пункта 4.15 ДБН А.2.2-3:2014, которую предлагается изложить следующим образом: «Для объектов класса последствий (ответственности) СС2 в проектной документации следует предоставлять расчет времени эвакуации людей во время пожара и времени наступления критических значений опасными факторами пожара для жизни людей, а для объектов класса последствий (ответственности) СС3 расчет индивидуального пожарного риска».
На этом пункте и остановимся подробнее в этой публикации.
Для начала вспомним, каким образом звучит действующая редакция указанного пункта: «Для объектов класса последствий (ответственности) СС2, ССЗ в проектной документации следует производить расчет времени эвакуации людей с объекта в соответствии с требованиями ДБН В. 1.1-7, ГОСТ 12.1 .004».
- В чем же принципиальная разница между действующей и обновленной редакцией и какие последствия она влечет за собой?
Как мы все помним (а кто не помнит, тому напомним), ГОСТ 12.1.004 на сегодняшний день утратил силу, но вышедшего на его замену нормативного документа по сути нет.
Так, некоторые могут заметить, что с 01.01.2020 в Украине действует ДСТУ 8828:2019 «Пожарная безопасность. Общие положения», однако дьявол прячется в мелочах: этот ДСТУ введен впервые. Обязательность его применения регулируется общим порядком в соответствии с действующим законодательством.
Согласно статье 11 Закона Украины «О государственных строительных нормах», стандарты обязательны к применению исключительно в случае, если в строительных нормах есть ссылки на них.
То есть теоретически, если бы ДСТУ 8828:2019 был принят на смену ГОСТ 12.1.004, он бы становился автоматически обязательным. Но по факту ссылка ДБН А.2.2-3:2014 на введенный впервые ДСТУ 8828:2019 не содержит, создавая таким образом определенный пробел в проведении расчета времени эвакуации.
- Также следует отметить, что само понятие «расчет времени эвакуации людей с объекта» включает в себя просто цифру, показывающую, за сколько времени люди эвакуируются из здания на снаружи. Это число просто определено и ни с чем не сравнивается, то есть не дает общей картины, есть ли установленное время эвакуации людей безопасным, или наоборот. Целесообразность проведения в таком случае расчета остается под вопросом.
Инспектирование проектной документации на системы противопожарной защиты
Новая же формулировка положения позволяет исправить недоразумение, ведь со вступлением в силу изменений определенное фактическое время эвакуации людей необходимо будет сравнивать со временем наступления опасных факторов пожара, а именно: потеря видимости, снижение содержания кислорода и т.д. Такое сравнение и это позволит провести адекватную оценку принятых проектных решений по обеспечению безопасной эвакуации людей из здания.
Что касается расчета индивидуального пожарного риска, то данное понятие изложено в ГОСТ 8828:2019 «Пожарная безопасность. Общие положения» и определяется в нем как количественная характеристика возможности реализации пожарной опасности, которая может привести к гибели человека в результате воздействия опасных факторов пожара.
Указанный документ определяет приемлемый уровень индивидуального пожарного риска, который должен быть не более 10–5 в год в расчете на каждого человека.
Расчетное значение индивидуального пожарного риска приемлемо, если:

RИ— расчетное значение индивидуального пожарного риска
RIН — нормированное значение приемлемого уровня индивидуального пожарного риска
И казалось бы все очень просто и понятно: одно значение есть, другое посчитал, сравнил их между собой и жизнь удалась, но, как всегда, есть нюанс.
Какой именно? Попробуем раскрыть поглубже.
Расчетное значение индивидуального пожарного риска RI,i для i-го сценария пожара рассчитывается по формуле:
RI,i = Qп,i·Pпр,i·(1 – Pе,i )·(1 – Кспз,и)·(1 – Ко.з.)·(1 – Кп.ф. )
где Qп,iчастота возникновения пожара в здании или сооружении в течение года, определяемая на основании статистических данных;
Pпр,i — вероятность пребывания людей в здании или сооружении, определяемая соотношением: Pпр,i = tфункц,и/24, где tфункц,и — срок пребывания людей в здании в часах.
Значение параметра Pпр,i принимается равным Pпр,i = 0,33 при условии функционирования здания в течение 8 ч и пятидневной рабочей недели и Pпр, i = 1,0 при круглосуточном функционировании здания в течение недели;
Pе,i — вероятность эвакуации людей из здания или сооружения;
Кспз,и —коэффициент, вероятной эффективности срабатывания систем противопожарной защиты;
Ко.з. —коэффициент введения организационных мер противопожарной защиты. Значение Ко.з. принимается как 0,8 при условии выполнения организационных мероприятий определенных в НАПБ А.01.001;
Кп.ф. —коэффициент наличия противопожарных формирований. Значение Кп.ф. принимается как 0,8 при условии, если на объекте функционирует противопожарное формирование.
И опять же на первый взгляд, все как будто и понятно и легко. А болт.
Возникает закономерный вопрос, где брать информацию о частоте возникновения пожара в здании или сооружении в течение года, определяемом на основании статистических данных (коэффициент Qп,i)?
Вопрос, как часто бывает у нас, риторический и пока без ответа, ведь в настоящее время этих статистических данных просто не существует.
Например, для АЗС и АГЗП характерны пожары, во время которых образуется «огненный шар», однако сосчитать индивидуальный пожарный риск для таких случаев вы просто не сможете, так как учет таких пожаров не ведется, руководящими документами МЧС/ГСЧС, регулирующими вопросы учета пожаров, это просто не предусмотрено. К слову, выглядит «огненный шар» вот так.
Таким образом, проект Изменения №2 ДБН А.2.2-3:2014 «Состав и содержание проектной документации на строительство», который разрабатывается в настоящее время, жизненно необходимо и должно приблизить нормативное регулирование к требованиям настоящего. Но если принимать указанный проект в существующем виде и оторвано от изменений в другие нормативные документы, то получим очередные декорации и иллюзионные улучшения.
Для реальных изменений требуется системный подход, а не поверхностный в виде решения точечных вопросов. В конце концов, их главная цель — практическое применение, чтобы понятие расчета индивидуального пожарного риска было не просто «сухим определением» в нормативном документе, не очередным «документом для галочки» для прохождения экспертизы, не просто ничего не значащими цифрами, а основой , на основании которого можно делать выводы о забобеспечение реальной безопасности для жизни и здоровья людей.
Для достижения этой цели нужно провести основательную и глубокую работу, изменить подходы к учету пожаров, обобщить частоту их возникновения для определенных типов зданий и сооружений, сделать эти данные открытыми для использования специалистами и проектантами.
Без системности не будет действенности.
